The "Quality Enhancement Plan" or QEP, are the reports that each committee will prepare as their end product in the Strategic Planning process. The purpose of the QEP is to allow each committee to develop plans to achieve their assigned objectives and strategies. This type of report is similar to the new Southern Association of Colleges and Schools (SACS) requirement for reaffirmation of accreditation. Although smaller in scope than the QEP report that is required through the SACS process, this report essentially contains the major elements of a full-fledged QEP report - identifying an area that needs improvement, identifying the scope of the area to be improved, developing a plan to address the area identified as needing improvement, and finally developing an assessment plan to see if the recommendations and plans really made a difference.
Major Sections of the QEP Report
- Environmental Assessment/Defining the Problem
This section of the report allows the committee to explore their assigned objective and strategies through research and data review. This section of the report should include an assessment of the current situation in regard to the objective. For example, if the objective was to increase a measure such as graduation rate, the report might assess the college's current graduation rate. This section would clearly define what the "problem" is, and why it is worth solving. - Proposal or Solution
This section of the report will describe the proposed solution to the identified problem. This plan is what is detailed in the next section of the QEP.
- Detailed Action Plan
This section of the report allows the committee to develop and present a detailed plan with action steps to achieve the objective through the proposed solution. The columns of the QEP template's table in the report (see templates below) allow the committee to consider and document areas that would be impacted by implementation of the action plan. These areas include: Timeline, Budget Impact, Personnel Impact, Facilities Impact and Equipment Impact. The number of action steps required depends upon the scope of the proposed plan.
- Assessment Plan
This section of the report will provide an assessment plan to see if the objective has been achieved - how will we assess if the objective is being met? How will you know if your proposal or solution has been achieved? This should be aligned with the action plan as far as timelines to implementation. The staff of Institutional Research and Effectiveness can provide guidance in developing an effective assessment plan for your objective and strategies, which might be combined with efforts of other committees. For example, other committees might recommend a survey to assess progress. All of these surveys could be combined into one survey that would assess many different areas.
- Appendices
Include in appendices any relevant material to your QEP and references to resources you may have used to develop your QEP.
- Number of QEP Reports
The number of QEP reports that a committee prepares is dependent upon the number of different plans that the committee recommends in response to their objective and strategies. Each QEP can share the "defining the problem" section within a committee, but the "detailed action plan" section and the "assessment" section would differ according to the part of the objective or strategy that the QEP is assessing.
- Approvals
A steering committee liaison will work with the committee throughout the development of the QEP. Once the final draft is submitted to the Steering Committee, it will be reviewed. Any changes or clarifications will be discussed with the committee. Once approved, the QEP will be moved forward to the Vice/Presidents/Provosts and finally to the President for final approval. Once approved, the recommendations in the QEP action plans will be moved forward. For those QEP recommendations that had budgetary implications, these items will become part of the 2006-07 budget process.
